The Most High seems to be speaking of two different strangers here.
Those strangers who cannot keep the Passover and those strangers who can keep the Passover.
Strangers: Those of the other Nations!
Strangers: Those who married from one tribe to another! Who were strangers to that Tribe. The Isrealites who were born in other cities/countries.
